Is Nolito any good? And can he get even better?

He’s good. He's also been improving his performances year-by-year recently... but, to be honest I think he has hit the peak of his potential. Though I hope I’m wrong in saying that...
Over the last three seasons he's been amazing at Celta Vigo, scoring at least 10 goals every season despite not playing as a striker.
Above all, however, he has been the leader of the team. You only need to look at the spell last season when he was out injured for a couple of months: Celta didn’t play anything like as well in his absence.

Is it a surprise to see him move to England, and how will he fit in to the Premier League?

It’s surprising to see him go to play in England - but less surprising when you consider that Pep Guardiola is the coach he'll play for.
I mean, for us it was strange to see a Spanish player going to play in Germany, but Thiago, Javi Martinez, Xabi Alonso and Bernat all put in good performances when they went to play under Guardiola at Bayern Munich.
A lot will depend on how Manchester City play. If they use a less "English" way of playing then maybe it'll work out. And on the plus side, he already has experience of playing outside Spanish football: he spent a season and a half at Portugal with Benfica. The challenge of going to England is much bigger, though.

Where will he play in Guardiola's new side?

We've been talking about this a lot in Spain, and it's difficult to predict how he will he fit into in Guardiola's style. As you could see at the Euros, he's recently been playing as a winger - with David Silva on the other side - and he's better in that role than as a striker than a number 10
To be honest though I don’t even know if he'll get a place in the starting XI because City have a lot of very, very good players in all those positions already: Silva, Sterling, De Bruyne, Navas, Nasri…
