After some speculation, Watford boss Walter Mazzarri confirmed earlier on Friday the pair were due to undergo medicals with the club on Friday.
Argentine Pereyra, 25, signed for five years at Vicarage Road, the club said in a statement on it's website - though the deal is still subject to a work permit.
Though the club did not disclose the fee in it's statement, reports suggest a club-record fee is likely to be paid for the acquisition. Their most expensive signing to date is Isaac Success, who they paid Granada £12.5 for this summer.
Kaboul, 30, has signed a three-year contract with the Hornets for an undisclosed fee after passing a medical with the club on Friday.
The former France international made 23 appearances for the Black Cats last season.
Speaking to the club’s official website, Kaboul said: "I’m very happy and delighted to be a part of Watford Football Club, and I’m looking forward to the season.

"Just from outside, I can see it’s a family club, there are some good players here and I’m very confident.
"The club had a very good season last year, and we need to carry that on to be even better."
