"The 28-year-old has joined us from Borussia Dortmund on a long-term contract for a club-record fee," read a statement on Arsenal's official website.
Neither side confirmed the fee but it has widely reported to be €63.75 million (£56m).
Dortmund sporting director Michael Zorc said:
Apart from the unpleasant events of recent weeks, we like to remember that the story of Pierre-Emerick Aubameyang at BVB for more than four years was a single success story. He has done great things for Borussia Dortmund at this time, scored many important goals and is part of the team that brought the DFB Cup to Dortmund in 2017. We wish Pierre-Emerick all the best for his future at Arsenal.
The Gabon international scored 98 goals in 144 Bundesliga games for Dortmund.
The forward links up with former Dortmund team-mate Henrikh Mkhitaryan, who signed from Manchester United earlier in the window.
“I think the club has such a big history and great players like Thierry Henry,” the Gabon international told Arsenal Player.
“He’s an example for us strikers because he was fast and scored a lot of goals.
“I think I have to work a lot to be like him, but I will do. I’m a fast player and I score goals too, like Henry a little bit. But as I said, I have to work a lot more.”
