Both players arrived at the Serie A club on initial loan deals in the summer, with Salah joining from Chelsea - after a similar temporary spell at Fiorentina – and Dzeko departing Manchester City to head to Italy.
Both deals contained clauses to make the deals permanent – options that Rudi Garcia’s side have now decided to exercise.
Iago Falque’s move from Genoa has also been upgraded.
“These players were first signed on a temporary basis, which has been transformed into definitive transfers after planned contractual conditions were met,” a Roma statement confirmed.
It is believed that both Salah and Dzeko hit appearance triggers to confirm the deal, although it is possible Roma simply reached a quick verdict about the long-term value of keeping both players and decided to be proactive in tying them down.
Reports suggest Roma have paid around £16 million for Salah, while Dzeko’s fee is nearer £8m.
Roma’s move for Salah had previously been the subject of some controversy, with Fiorentina lodging a complaint to FIFA against the winger and Chelsea after the Egypt international moved to the Italian capital in the summer.
Fiorentina believed they had an agreement with both parties to extend the loan spell Salah enjoyed with La Viola at the end of the 2014/15 season.
“We can confirm having received a claim from the Italian club, ACF Fiorentina, against the English club, Chelsea FC, and the player, Mohamed Salah Ghaly, for breach of contract,” FIFA said in a statement last month.
“The matter is still pending and being investigated.”
