Gareth Southgate's side will face the Dutch on June 6 at Estadio D Afonso Henriques in Guimaraes in the last four of the inaugural competition.
Ronald Koeman's team have enjoyed a strong resurgence under his leadership after having failed to qualify for the 2018 World Cup under the previous regime.
In the other semi-final, Switzerland will take on the hosts of the finals, Portugal, at Porto's Estadio do Dragao on June 5.
The final will take place on June 9, with the third-place play-off also being played that day.
The winner of the first edition of the tournament will receive £6.67m in prize money.
England are "breaking new barriers", according to Southgate, after a year that has seen them reach their first World Cup semi-final appearance since 1990, and secure qualification for the Nations League finals.
The Three Lions beat Croatia courtesy of an 85th-minute winner from Harry Kane at Wembley to wrap up their Group A4 progress.
