World champion Hamilton lost his pole position on the start line as Mercedes team-mate Rosberg nipped in front of him, and proceeded to lead right up until the chequered flag.
Hamilton's day was made worse by a five-second penalty after he crossed the line at the pit-lane exit, but he was unlikely to have got past Rosberg anyway.
Williams's Felipe Massa took third, managing to hold off Ferrari's Sebastian Vettel, who will be ruing a poor pit stop, delayed due to a problematic right rear tyre change.
The race opened with drama - Ferrari's Kimi Raikkonen and McLaren's Fernando Alonso crashed into a barrier, but both drivers emerged unscathed even if their cars were wrecked.
Raikkonen later attributed it to wheel spin on his part.
McLaren's dismal season continued when Jenson Button had to withdraw after yet more power problems.
