The four-time world champion pulled off track and retired during the Sakhir formation lap with smoke pouring from the rear of his Ferrari.
Following investigations at Maranello, Ferrari has determined a software failure caused a problem at low revs.
The Scuderia says it was a "very unlikely combination of circumstances" that led to a valve breaking.
As a result, Ferrari will replace the internal combustion engine on Vettel's car for China, moving him onto his second in an allocation of five.
Measures are being put in place to ensure the problem does not happen again when operating at low revs.
Because it was an electronics problem that caused the failure of the part, Ferrari is hopeful there is not a design flaw with the new engine.
