Force India had planned to run the former BAR/Honda and Super Aguri Formula 1 test driver to gather data and feedback to further improve its simulator, but wet conditions prevented this.
When the team announced on Wednesday that Rossiter would be running, it emphasised that his run was contingent on dry weather.
"The wet track means that, unfortunately, James Rossiter won't get the previously announced FP1 run," a team spokesperson said via Twitter.
"His work was dependent on dry conditions."
This means that Adrian Sutil, who had been slated to stand aside to allow Rossiter to drive, will participate in this morning's session alongside Paul di Resta.
Force India is still hoping to run Rossiter in a Friday practice session at a future race.
"The team will evaluate other future opportunities for James to drive the VJM06, in conditions that will be more representative for the sim," it said.
