The British judoka defeated the Frenchwoman as she threw her for ippon with a big ura-nage after two minutes to secure the medal and 900 World ranking and Olympic qualification points.
Her podium finish is her third at the Masters, after silver in 2015 and bronze in 2016.
Powell had earlier victories against Russia's Anastasiya Dmitrieva and Kaliema Antomarchi of Cuba in the tournament, which invites the world's top 16 from each weight class to compete.
She said: "This year has been a bit of a roller coaster, so I'm really happy it all came together today.
"I feel like my judo has improved a lot over the last 12 months and the results are coming together now. I can't wait to get stuck into next year."
Elsewhere there was a fifth place for Nekoda Smythe-Davis (-57kg) on day one of the tournament.
The world silver medallist beat France's Helene Recevaux and Olympic champion Rafaela Silva (Brazil) but lost to Japan's Momo Tamaoki in the bronze medal contest.
