After the publication of Professor Richard McLaren's report of systemic doping in Russian athletes, the IPC received further evidence and opted for a complete ban.
The decision contrasts with the Olympic Games authority, who allowed international federations to decide on imposing any bans on Russian athletes.
The McLaren report claimed that as well as disappearing tests in Paralympic sports between 2012 and 2015, there were swapped samples in the 2014 Winter Games in Sochi.
McLaren said: "They have consulted with me very closely. We have done forensic work with them, we’re in the process of doing analytical work. They were in contact with me within hours of my report being published,”
