They went 5-0 down in the first half after Kyle Brown scored in the corner after some sloppy play.
However, Dan Norton sprinted away to level up the scores in the second period and Tom Mitchell's conversion meant that they will now face Fiji in the final on Thursday at 11pm (BST) after they put in an excellent performance to beat Japan 20-5.
Vatemo Ravouvou, Josua Tuisova, Leone Nakarawa and Jerry Tuwai scored Fiji's four tries though their coach is aware his side will have to improve for the final

"It's all now about execution, that emotion control," Ben Ryan said.
"You saw that we dipped a little bit there, we had as silly yellow card for a late tackle which was unneeded... those sort of things rear their ugly heads at pressure points.
"There's going to be very little words in the changing-room before the (final) ... we don't need to say anything they know exactly what's at stake."
