The Sale Sharks flyer believes "money-hungry administrators too short-sighted to see the damage they are doing" are to blame.
Last night's Guinness Premiership fixtures were the first of four games to be played in the 16 day festive schedule.
Speaking to The Mirror, Cueto said: "It's bad enough playing a game a week and I feel especially sorry for the forwards. Some of those boys can't walk in the days following a game. It's no coincidence the amount of injuries the boys in England are picking up.
"The improvements in speed and strength of players also means there are more injuries occurring - this Christmas period is going to be a tough ask."
RFU elite director Rob Andrew has previously voiced his concern that too much rugby is being played. He has called for England to adopt the Ireland or New Zealand model which sees the international players contracted to the union. They then decide when they play.
Cueto said, "It's no coincidence the Irish guys are playing so well at the moment. Some of our guys are just trying to get through the season they are so battered and bruised."
