The Rio gold medallist has raced in just three regattas since 2016, but made a flying start in the Finn class with a win on day one to move into an early lead.
Compatriot Ed Wright sits in third place while Ben Cornish is the third Brit in the top ten, lying eighth overall.
But despite a strong start, Scott is well-aware that there is a lot of work still to do to make a winning return.
He said: "It's great to be back. It's great to put a solid step forward on day one but there is an awfully long way to go and looking at the forecast I think it's potentially going to get a bit trickier as the week goes on."
Scott was far from the only Brit to impress on day one in Japan, with Dylan Fletcher-Scott and Stuart Bithell leading the way in the 49er class after a dominant first day.
As in the Finn class, it's first and third for Britain with James Peters and Fynn Sterritt also very much in contention.
Michael Beckett is in top spot in the Laser class and Elliot Hanson in fifth, while Hannah Mills and Eilidh McIntyre sit fourth in the 470 women having won the first race of the day.
That fourth spot is matched by Charlotte Dobson and Saskia Tidey in the 49erFX Women, while Bryony Shaw is fifth in the RS:X, two places ahead of Emma Wilson.
The action continues in Japan on Wednesday.
