The Norwegian recorded jumps of 105m, the longest jump of the day, and 102m to score 269.1 points and take the win in Germany ahead of Katharina Althaus and Sara Takanashi of Japan.
Germany’s Ramona Straub recorded her best ever World Cup result of fourth, just 0.2 points behind Takanashi, with Yuki Ito and World Champion Carina Vogt finishing fifth and sixth respectively.
"It was a really good competition today. I was nervous since the morning and didn’t talk to anyone," said Lundby.
"My shape is really good and it is something special to beat Katharina in Germany."
Takanashi added: "I am very happy to be on the podium. My jumps are getting better with every competition but I still have some work to do to get in my best shape."
The win moves Lundby level with Althaus with 360 points each in the World Cup standings heading into the Christmas break while Takanashi is third on 220 points.
The next stage of the FIS World Cup Ladies Ski Jumping will be Rasnov, Romania from January 5.
