Seyfarth posted jumps of 93.5m and 100m, and scored a total of 252.6 points, which was 7.1 points ahead of second-placed Norwegian Maren Lundby and Anna Odine Stroem, also of Norway.
It is the second time she has stood on top of the podium, having also won in Lillehammer back in November.
She said: "I am very happy about another victory this winter. I hope I can continue this way here in Russia.
"It is great to have yet another tour for the ladies after the Raw Air, so I would like to thank the Russian organizers."
With her second place, Lundby claimed the overall World Cup title for the 2018-19 season already before the final three competitions of the winter.
She said: "I am really happy about yet another podium this season and I am also happy for Anna. Two Norwegians on the podium – that's great. Let's see what the Blue Bird Tour will bring. I am really looking forward to that.
"I am really excited about the new series. It adds some extra excitement to the final competitions of this season."
