Carter - losing finalist to Ronnie O'Sullivan in 2008 and 2012 - made breaks of 61, 72, 99, 50, 67 and 53 to overpower White, at 56 the oldest man on tour, whose 51 in losing the 14th frame was his highest knock of the match.
2002 world champion Peter Ebdon lost 10-8 to Michael Georgiou with the 1997 winner Ken Doherty going down 10-4 to Scott Donaldson.
Carter is keen to meet Ronnie O'Sullivan in the first round of the event after beating him 13-10 in the second round a year ago.
"I hope I qualify and I would love to draw him again first round," said Carter.
