In heavy snow with poor visibility, the Russian 19-year-old edged out Slovenia's Tim Mastnak in the big final to claim gold.
A world champion in the junior age groups, Loginov had only claimed one World Cup victory in his senior career before Monday at Park City.
Bronze went to Stefan Baumeister of Germany while Roland Fischnaller, the World Cup leader in this discipline, could only finish down in 18th.
In the women's event victory went to Selina Joerg of Germany who held off Russia's Natalia Soboleva in the final.
Joerg took Olympic silver last year in this event to Ester Ledecka – but her Czech rival this week opted to compete in the Alpine Skiing World Championships in Sweden instead of at Park City.
And that meant Joerg was clear to claim the title, third on the day was Ladina Jerry of Switzerland.
