The brothers were joined by Cole Krueger and Csada Burjan as they finished in 6:28.625, eclipsing the previous world best by almost half a second at the Calgary Olympic Oval.
The previous record was set by the United States last year but their time would have still been beaten by second placed South Korea and the Netherlands, who rounded off the podium in Canada.
All three countries battled for the medal positions, with several changes in the lead during the 45-lap race.
Shaolin, the older Liu brother, was not even aware they had broken the record when the race finished.
"I didn't actually realise at first," he said. "I was just screaming. I was shouting, 'Yes baby', wanting to high-five my coaches, and then I went to hug my brother, and he said, 'Look at the screen!' I was like, 'Oh my god, how did we do that?'
"I'm so surprised as we didn't even feel that good in the race.
"It was a pretty rough race, quite messy with lots of passes. We almost had a fall with 20 laps to go, and I was super worried we were going to end up finishing with just three men."
Shaoang added: "It's unbelievable to have done it. The speed was so fast from the beginning, so I was so happy just to have won.
"But then I saw, 'World Record' on the screen and I was just like, 'Wow!' I maybe still have another 10 years of skating in my legs, so I hope there are many more records to come."
It had already been a successful day for the brothers with Shaoang taking gold in the 1000m final while Shaolin sealed bronze in the 500m final.
The latter finished behind PyeongChang 2018 Olympic gold medallist Wu Dajing, from China, who finished clear of the field in 39.836 seconds.
Elsewhere the Dutch women, inspired by Suzanne Schulting, proved dominant as the outfit collected two golds and silver on the final day.
Olympic champion Schulting spearheaded the display as she won gold in the 1000m final to add to Saturday's triumph in the 1500m.
She collected her third medal of the weekend in the mixed relay, taking home a silver medal behind China.
Schulting said she had trained hard following her Olympic success in PyeongChang earlier this year.
She said: "I've watched it back several times, and each time I'm like, 'This is so crazy'. But I think it helped focus me for the whole summer.
"And then the first race this weekend I was a little nervous, but after that it was all gone, and I was really relaxed and skating well.
"There's always pressure on you after you win something, and it gets more and more as you get better, but right now, things are perfect."
Schulting's compatriot Lara van Ruijven won the 500m sprint ahead of second placed Fan Kexin (China) and bronze medallist Alyson Charles (Canada).
