The Games in Buenos Aires are set to take place in October, with the British team instead focusing their resources on getting athletes prepared for the Tokyo 2020 Olympic Games.
Great Britain finished eighth in the medal table at the last Games, held in Nanjing, China, with a total of five medals including gold in the boys' 4x100m freestyle.
The quartet of Duncan Scott – now a double Olympic medallist and Commonwealth champion – Miles Munro, Martyn Walton and Luke Greenbank stood atop the podium in 2014, with the latter also picking up bronze in the 200m backstroke.
And a trio of silver medals came Jessica Fullalove's way at the meet, including in the 4x100m medley relay with Georgina Evans, Charlotte Atkinson and Amelia Maughan.
"The decision to not attend the Youth Olympic Games in 2018 is based on the timing of the event," said a British Swimming spokesperson.
"The Games are due to take place at the beginning of the 2018/19 season, compromising preparation time and end-of-season peak performance set out in British Swimming's Pathway Strategy.
"Preparing to deliver results at the 2020 Tokyo Olympic Games means British Swimming is fully focused on the 2019 summer meets and providing appropriate opportunities at appropriate times."
