Two-times champion Kvitova, who was playing only her third event this year after recovering from a knife attack at her home, did not look at her best as she struggled against Brengle.
Brengle, ranked 95th in the world, went on to beat Kvitova 6-3 1-6 6-2, in her second ever singles win at the tournament.

Heather Watson shocked Latvia's 18th seed Anastasija Sevastova to claim a stunning 6-0 6-4 victory in just over an hour.
The British number two and world number 102 was brilliant in the sunshine as she produced a dominant display to delight the British crowd on Court Two.
Watson will face Victoria Azarenka for a place in the last 16 after the double Australian Open champion completed a 6-3 6-3 win over Russian's 15 Elena Vesnina.
"I felt very good at the beginning of the match, very on it and relaxed," said Watson. "More relaxed than in my first match. She's a great player and I was prepared for her to play her best.
"She stepped up in the second set, but I was able to keep my cool and stay with her.
It's very important to stay calm. She's a great player and I had to expect she'd raise her level and try something knew. So I had to stay calm and keep focusing on my game.
Watson is through to the third round at the championships for the third time. She lost only eight points on her way to winning the opening set in just 19 minutes.
